How do new ideas and latest thinking get incorporated in DIR?

I have been reading with much interest the thread about Ratio Deco and Computers.

I guess this discussion could, a few years ago, have been about Nitrox, or Trimix or drysuits or any other enhancement to diving.

So how do new ideas get incorporated ? Is it just when JJ himself decides? Is there a "panel" of experts? Do GI3's views still count?

Cant answer this without maybe ruffling some feathers, but here goes.........
IMO GI III has the call on DIR , all these procedures stem from WKPP when GI was director. Some were already in place i.e. Hogarthian rig from Bill Main, some were devolped, i.e. 3 man team, deep trimix deco, deco on the fly.
GI had the call on kit used AFAIK. Here`s where the rustling of feathers appears :D ...... He stated that if you need to add something to fix a problem that should`nt exist its not DIR..... (Evolve springs to mind re primary hose routing) Sooooooo maybe he didnt mean it or maybe he did mean it . I know which one I believe . :D
Maybe H are now the dive industry :D
