I think it's a dugong signal. The first bit is a kind of obscure 'c' signal, then he's milking a cow. C-cow. Seacow!

I was right?! I thought I was making up something comical there; didn't think anyone else did signals as obscure as mine!

The second one is obviously a comment on the spring tides, 'full moon'. Very inventive signal, I must say :-)
