is it common practice for some weights to be attached in that way?

Common, njaaa...I have optimized my rig this way so I don’t need a weight belt and to move the lead around so I get better trim. Its an easy way to get rid of everything that will bug you when using a single rig. I also use the stainless hose clamps instead of the standard nylon bands because they keep the tank in place better and I can get the tank lower on my back. Its not a standard but it gives the kit a slim look and a slim feel and it makes everything easier

I have not seen any one else do this to the single kit so I think I am quit alone with this. But hey now its sold so I will stick to my 12:s instead.
