Assuming you're facing each other, it's usually because you're not perfectly still (but there's no need to be). This results in you swimming towards each other. Also, if you have a blob it can sometimes drag you at a slightly different speed to the water you're actually in.

Just fin backwards a couple of strokes if you get too close.
