To be completely honest I'm not sure. I really don't think there is any real advantage over having the corragated hose inside and the LP outside. It has been said that you can pop the LP hose off the inflator with the bungie outside, but you can do exactly the same with the bungy inside as well. However standarisation is the important bit, and the powers that be picked one.
