Depends - some people have a hard time reaching back there unclipping it, and also it could make for a nasty line entanglement hazard. I've done it both ways - clipped to the butt ring and waist and now prefer it waist clipped as I have found that the reel interferes with stage leash when pushing it back. I believe this issue was brought up within GUE as well after the Brittanic video where divers did have it clipped off to the butt but that it would interfere with towing multiple scooters, hence the waist position.
