As far as we are aware to operate deco within the HSE's diving at work regs you need immediate access to a chamber [this is why some boats have ended up with chambers onboard just for teaching some extended range / trimix courses]. Although beyond that, we use PADI releases when conducting guided dives, and as I'm sure your aware PADI is no deco. Like I say though if people just want a boat charter then there is no problem with any ammount of deco.
What we tend to do for people who would like some guided dives but also want to dive beyond the realms of what we can offer from a guiding point of view is. Couple of days guided diving to get your bearings on the wrecks, and then go your own way for the rest of the trip, as a team, buddy pair or individual.
