Because they're paid to?
Because anyone that fills tanks is obliged to check the WP of the tank, not the valve.
Because, while it's debatable whether its any real advantage to have 300bar valves, there's certainly no disadvantage.
Because if the tank filler is observant enough to notice that your O2 VIP sticker is 1 day overdue, I reckon they'd notice if your tanks were 232.
